Mepa had launched a public consultation on a new procedure for minor modifications to subsidiary plans.

It explained that at present, a Planning Control (PC) application is needed for a change in zoning or street alignment, including a written declaration signed by at least 75% of the owners in the area affected. Properties on the opposite side of the road are considered to be adjacent properties and where necessary, the Authority may also request the submission of the legal proof of ownership of land owned by parties affected. (See pdf below)

The amendment, which would be through Legal Notice, will simplify and reduce the bureaucratic burden by removing the need for written consent by affected third parties and facilitate the processing of planning control applications.

Third parties would still need to notified by the applicant, and the provisions for third parties to make submissions to the Authority shall not be affected by this revision. This revision does not apply for Planning Control applications related to rationalisation sites.

The draft amendment can be viewed on the Authority's website www.mepa.org.mt/public-consultation. Individuals and organizations are being invited to send their submissions:

The Chief Executive Officer
P.O Box 200
Marsa GPO 01

or through email address: feedback@mepa.org.mt.

Submissions should reach the Authority by November 14.
