Reference is made to the editorial entitled ‘Empowering local councils to serve’ (September 25).

The procedure relating to bylaws is governed by articles 34(1) and 35(1) of the Local Councils Act (Chapter 363 of the Laws of Malta).

While it is acknowledged that seven draft bylaws are still being processed by the Local Councils Department, quite a considerable number (17) of the overall pending requests (24) are still awaiting clarifications from the respective local councils. This does not mean, however, that the system set up does not merit radical improvement and the ministry is not happy with the level of efficiency reached.

The Ministry for Justice, Culture and Local Government will continue to work to coordinate efforts with all involved in order to make sure that this process is done in the most efficient and effective manner.
