The white paper on the drug law reform was a step forward but it should be made clearer as to who was to be considered a trafficker, the Moviment Żgħażagħ Partit Nazzjonalista said.

In a paper drawn up following consultation on the proposed reform, the MZPN said one had to ensure that the fight was fought against those it should be fought against and not against the victims.

In this sense, the white paper was absolutely dry of proposals, it said.

The movement noted that support and care should be individualised and said there should not be a one size fits all solution.

It said it also believed the government should have more confidence in care even when this was not immediately successful. It proposed a system where those who did not follow the board’s orders were given a chance to continue with their care if the board felt this was the best step for them

Rather than an automatic referral to the Magistrates Court, as was being suggested in the white paper, the court should have discretion on what was the best step for the person concerned, the MZPN said.
