If the Prime Minister was ser-ious and honest when addressing a seminar in New York, and if Malta truly wishes to attract international talent to its shores (which sounds like a good idea for an island basically lacking in the home-grown variety) it should be offering incentives to the incomers, not charging them for coming.

If, on the other hand, the country simply wants to make more money (which most people think is the plot behind the ‘citizenship’ scheme) it will actually open its doors to anybody with ready cash and have no say whatever about who comes in.

One can easily think of a handful of despots and war criminals for whom €650,000 would be pocket change, if available as payment for EU citizenship.

And what happens when a new ‘Maltese national’ is accused of, say, crimes against humanity in the international courts?

Honestly... has anybody thought this through?
