Delivery was stipulated for four weeks from award. ‘X’ was cheaper than ‘Y’ by €1,300 (about 20 per cent) but he put down delivery at four to six weeks.
In the circumstances, a rational person would expect the ETC to prefer saving €1,300 and wait for two more weeks. But bureaucracy, as usual, prevailed.
‘Y’ was the awardee.
What has happened to the government’s aim of having bureaucracy reduced by 25 per cent.
