The Opposition is to present a motion for constitutional amendments to guarantee digital rights including unfettered access to the internet.

Opposition leader Simon Busuttil said the bill would provide for the right for access to the Internet, the right for access to information on the internet without undue state interference, the right for the dissemination of information on the internet and the right for ‘informational self-determination’ ensuring that people could decide what information about them was shared with third parties on the internet.

Dr Busuttil made the announcement when he toured the IT Services Building at the university.

He said the guiding principle was that restrictions on internet use should be the least possible and such restrictions had to be justified in a modern, democratic state.

He said that the governemnt should ensure that all children had access to the internet, if necessary by granting a social benefit to vulnerable families.

The government should strengthen accessibility to ICT for persons with disabilities and it should introduce the principle of ‘net neutrality’ in all laws on electoral communications.
