Mark Anthony Vassallo insinuated in his letter (April 10) that I misinterpreted the facts when I wrote some weeks ago that it was in the PN’s DNA to block progress.

I concluded this not only from recent blatant examples like the Individual Investor Programme, about which they are still creating problems, and the electricity-from-gas project. Let’s go back to what Roger Ellul Micallef wrote, about when the electricity system needed expansion in 1921: “Engineers Mr J.H. Rider and Mr Galizia recommended the purchase of an additional new plant. The recommendations were approved by the Council of Government on March 9, 1921. The Secretary of State for the Colonies initially authorised the call for tenders but, following protestations by the Elected Members on Council led by Dr Enerico Mizzi, withdrew his authorization.”

The passage continues that this meant months would have passed had they waited for the new council to be elected before a decision was taken and the anticipated demand would not have been met by the system then prevailing.

Luckily, the PN’s spokes in the wheels were ignored and the plant was purchased.
