Prof. Charles Farrugia, founder dean of the University’s Faculty of Education for 14 years, was recently appointed Commissioner for Education at the Office of the Ombudsman by the Parliamentary Ombudsman, Chief Justice Emeritus Joseph Said Pullicino.

The Ombudsman Act empowers the Parliamentary Ombudsman to provide administrative and investigative services to specialised Commissioners for Administrative Investigations.

Prof. Farrugia was University Ombudsman between 2008 and 2013, and University pro-rector from 1996 to 2006. He also served as chairman of the Maltese National Commission for Unesco for 17 years.

He started his career in education as a primary school teacher in state schools. Following studies at the University of London’s Institute of Education, he moved to teacher education at St Michael’s Training College, and later was department head at Malta College of Arts, Science and Technology (Mcast).

He obtained a BA (Major) in Communication Studies from the University of Montreal, a Master’s in Educational Technology from Concordia University, Montreal, and a PhD in Education from the University of London.
