The Opposition’s intention to propose amendments to the Civil Unions Bill could only be interpreted as an attempt to limit the rights of same-sex couples, Prime Minister Joseph said yesterday.

Addressing the annual general conference of the Labour Youth Forum, Dr Muscat questioned whether the PN was genuinely committed to civil unions.

He described yesterday as a historic day for minority rights, when Parliament started to debate the Bill in second reading. In a matter of months Malta has shifted from an archaic state entrenched in conservative ideas to a mainstream European state embracing equality, he said. A couple of years ago, even divorce was not yet available in Malta.

On the issue of adoptions by same-sex couples, his overriding principle was to decide in the best interests of the child.

Dr Muscat said the PN was driven solely by populism and was contradicting itself. While today Parliament would start debating constitutional amendments moved by the Opposition to entrench a clause in the Constitution against any forms of discrimination based on sex, the PN was against granting equal rights to same-sex couples.

He drew parallels with the decision to grant universal suffrage in 1947 and to the decriminalisation of homosexuality 40 years ago, saying Labour was always at the forefront of promoting equality.

Last night, the Malta Gay Rights Movement said the best interests of children were in no way jeopardised when same-sex couples chose to become parents. Reacting to criticism of the Bill, it said the placement of children would be dependent on an assessment by the adoption board. The Bill simply ensured that such a process did not fairly discriminate against same-sex couples.

MGRM said many families did not fit the traditional model of the family.

Pointing to the statement issued by the Bishops, it said one could not credibly talk of treating the LGBT community with dignity and respect while claiming their intimate relationships and children did not constitute family life.
