Government is actively considering the implementation of systems which lead towards increased budget execution discipline, while strengthening the accountability and transparency of the budgetary framework, according to the pre-Budget document, launched on the Finance Ministry's website today.

According to the document, the government is conducting a spending review  to assist each ministry identify cost savings through the elimination of waste and other inefficiencies, as well as facilitate the exchange of good practices and incentives to ensure that the country’s finances are improved.

These reviews are to serve as a platform for medium term public finance projections and targets. Monthly monitoring of cash data is also being taken on board so that any slippages in meeting the annual fiscal targets are detected early on in the budget year, the document says.

In a statement, the ministry said that pre-Budget 2014 public consultation period will begin next week.

The consultation process will begin with a meeting of the Malta Council for Economic and Social Development on Monday.

During this meeting, Finance Minister Edward Scicluna will formally present the pre-Budget document and the Government’s vision for the coming Budget to the social partners.

On Wednesday, Prof. Scicluna will lead a business breakfast for stakeholders, where they will have the opportunity to consult, table queries, and share their perspectives.

The ministry will also hold several pre-Budget public consultation meetings around Malta and Gozo to ensure the widest participation possible. These meetings will be held on September 9 in Floriana, September 11 in Marsascala and September 17 in Gozo.
