Finance Minister Edward Scicluna this evening presented the Budget for 2013 - the same Budget, with the same measures, as presented by the Nationalist government last December, when it was defeated.

His address was followed by the opposition's reaction and a reply by the prime minister.

In his speech Dr Muscat said the government is to issue calls for public sector participation in projects for a cruise liner terminal and yacht marina in Gozo, for two new casinos, one of them in Gozo, for development of the former Marsa Shipbuilding site for marine related activities, and for a land reclamation project.

He also said that Mepa fees are to be reduced, and that a new Permanent Residence Scheme is being prepared.

The following is the debate as it unfolded.
