The European Commission has proposed a set of new rules which aim to enhancing the safety of consumer products in the single market by strengthening the market surveillance of all non-food products, including those imported from third countries.

This initiative is expected to contribute towards increasing consumer protection in the European Union and ensuring that economic operators abide by the same set of rules with respect to product safety.

The proposed rules, which will be complemented by a multi-annual plan for market surveillance, will be promulgated on the strength of two legislative proposals,. The strategy focuses on 20 concrete action plans which are to be launched between now and 2015.

The objectives are to adopt a general obligation that economic operators will need to ensure the safety of their consumer products; implement effective measures to enforce and ensure the safety of products; improve the traceability of consumer products throughout the supply chain; establish a cooperative system of market surveillance across the EU; and streamline procedures for the unearthing of dangerous products.

According to the European Commission, the new legislative proposals will go a long way to better regulate consumer product identification, traceability and improved coordination in the methods used by authorities to check products and to enforce product safety rules across the European Union.

The proposals will be discussed by the European Parliament and EU Council in due course, and are anticipated to come into effect in 2015.
