Labour leader Joseph Muscat today made a number of proposals on fighting bureaucracy and better prioritisation of capital projects.

He said his government would issue calls for ideas on major projects, to gauge people's ideas and open the current system which, he said, is the monopoly of ministers.

With a backdrop of the Grand Harbour bridge, Dr Muscat said this was a symbol of the government's wrong priorities. He also mentioned White Rocks as a project which was hand-picked without seeing whether others had any other ideas.

Dr Muscat said he would also set up a high-level bipartisan team tasked with stimulating economic growth by analysing niche areas for growth and suggesting policies.

Dr Muscat said his government would aim to reduce bureaucracy by 25 per cent. There would be a single point of contact for new businesses where they could fill in all-inclusive forms instead of being sent from one department to another.

A commissioner would be appointed to simplify administration and fight bureaucracy and laws would be better consolidated.

Dr Muscat said he would apply the "one in, one out" principle to restrain burdening businesses with new laws. He would also introduce sunset clauses - laws that would expire after a certain number of years, to prompt continuous updating of laws and remove outdated ones.
