The PN this afternoon launched its electoral manifesto, a collection of its values and principles on which its detailed electoral programme will be based.

General secretary Paul Borg Olivier said the document in its introduction says that the PN:

-- Does not interfere in people's lives;

-- It believes in subsidiarity and tolerance, and it believes in the value of the family while respecting people's decisions to live their lives in the manner they thought fit;

-- Believes in Malta's national identity as well as its European identity;

-- Believes that the country's finances should be on a sound footing.

Its mission statement for the general election was A Secure Future - Jobs, Health Education, all of which were reliant on having a sound financial system, Dr Borg Olivier said.

Job creation was one of the core elements of the PN, he said, and the government was proud of its record in the past five years, despite the international economic problems.

The same applied for health, where the quality service was maintained free of charge. Education had also continued to improve.

Dr Borg Olivier said the document also went into detail on the electoral logo unveiled yesterday, including the PN's belief in unity in diversity.

He said the PN was consistent in its beliefs, such as its views on EU membership. The PL, in contrast, has a policy of convenience.

The PN, he said, also believed in a high quality of life for the people and would work to achieve it, such as through a better environment.

The document is expected to be approved by the PN general council on Thursday.

Questioned for a reaction on the PL's plan to reduce power tariffs, Dr Borg Olivier said the plan was being analysed but it appeared to be similar to Labour's 1996 promise to remove VAT, a promise which had actually resulted in higher taxes for the people.
