A circus agent yesterday claimed a breach of his human rights because he was not allowed to bring a circus to Floriana.

In an application to the Administrative Review Tribunal, Johann Said pointed out that in January he had filed an application to run a circus at the parking area in Floriana adjacent to the Granaries between December 12 and January 6.

Transport Malta objected and the application was refused on October 12. He appealed the decision and the appeal was heard the following month.

In a letter he received on November 21, Mr Said was informed that the application was refused again because of a new policy laying down that open spaces in Floriana should not be occupied by circuses.

Mr Said complained it was unacceptable in a democratic society that he should suffer such a blatant breach of his fundamental rights.

Such behaviour also caused him major financial damage because at no stage of the preparations was he given any indication that his application could be refused.
