Adequate funding was necessary to allow the development of good teaching practice, according to a senior University lecturer from the Engineering Faculty.

Promotion criteria, among others, was heavily dependent on research and the number of peer reviewed international journal publications, Claire De Marco said during yesterday’s graduation ceremony at the Jesuits church in Valletta.

“Within the engineering field this requires substantial funds and time, so quality of teaching may suffer since there is a strong perception that the research rewards are much bigger than those for teaching,” Dr De Marco added.

Rebecca Hall, who graduated as a doctor of music, said the work of Maltese artists – including acclaimed tenor Joseph Calleja – put Malta on the map.

“It is no longer appropriate for us to complain Malta is small or without resources. The greatest resources we have are those who sit here today… they are those who share the concert stage or who work tirelessly and without applause behind the scenes that we may bask in the spotlight,” she said.

They were those whose vision, determination and “sometimes sheer gall” allowed Malta to turn its relative isolation as an island on the periphery of Europe into an asset.

“Isolation no longer needs to imply introversion. Instead it can mean individuality or a unique sense of perspective,” she said.

Embracing Malta’s position within Europe served not to detract from the unique sense of culture the island possessed but to enhance the possibilities of sharing it with the outside world.

Many Maltese were described as barranin or foreigners when they moved away from Malta, “bringing the best of this culture beyond its limited geographical scope to the wider world”.

“Their efforts serve to enhance the reputation of the artistic scene in this country, to promote and initiate partnerships and to lead the way for their countrymen to expand even further opportunities for the future,” she said.
