The Sliema local council has decided that the collection of the black garbage bags will take place between 7pm and 10.30pm on Mondays, Wednesdays and Thursdays and at noon on Saturdays. In the summer months this will also take place on Sundays at noon.

The local council says that these changes are being introduced so that rubbish trucks will not block the streets during peak traffic hours. When rubbish trucks have to stop, however, it is because there are a lot of bags to be collected, and even then the people collecting the bags do so very quickly.

Another reason given for this new timetable is that residents will not need to bring out their garbage bags late at night or before leaving home in the morning. However, why should people bring out their rubbish bags late at night? What is wrong in taking rubbish out before going to work in the morning?

My guess is that Sliema is going to be an even dirtier place than it is now with rubbish bags out all day. I hope I am wrong. Will the local council do anything to rectify the situation?
