Car wash plans down the drain

The planning authority has revoked a permit to build a car wash facility in Birkirkara.
The permit had been granted by a Development Control Commission in 2010 to build a car wash plant in one of the fields adjacent to the Birkirkara bypass.
The board of the Malta Environment and Planning Authority heard that the planning directorate had started investigating the case after it was notified that the so-called approved Transport Malta plan was not the authority’s official position.
Transport Malta confirmed that the plans submitted with the permit “were not to be considered as official correspondence” between the planning authority and Transport Malta.
The development commission “was misguided when it decided on this case” because the plans were not an official document of Transport Malta.
The case had been recommended for refusal by the planning directorate because the proposed car wash would end up in an area marked for future sports facilities and activities in the local plan.
It had also noted that the car wash plant would have a significant and unacceptable impact on the road network.

I have one question to ask, which although related to car-wash set-ups, one Hon Minister to whom I put the question, did not find the time to answer, as "it was not in his capacity, and belong to another Minister"/.
The question is: What time of water is used in car-wash facilities? Is it legal to put up a sign at entrance to the Car Wash platform that states that: ONLY FRESH WATER IS USED HERE.
I would have thought that Car Wash centres would be obliged to used second-rate, re-cycled water!
Someone satisfy my curiosity, and answer my question please!

Car wash in Birkirkara? All one has to do is park his car in one of those streets in B'kara famous for becoming flooded to a heigh of one metre and let the rain do the job for free...............

Also please note that those stones are still lying on the side of the road and are blocking the way for pedestrians to walk, also they are on the edge of the road which is dangerous, who is responsible for clearing them the local council or the owners of the field?

So how did those 'non approved' plans get into the planning file then?? Who submitted them and whose signature do they bear??
