Moral obligation to karozzin horses (2)
Most people are upset that so little has been done for cab horses.
This issue has been going on for years; decisions are constantly changed, the weather has once more reached unbearable levels and the horses are suffering daily.
NGOs have joined forces and thousands have signed petitions. Plans for permanent shelters in various locations have come to an abrupt stop after only two shelters were built. The funds seem have run out. It would only take a modest sum to build temporary shelters for these horses.
What is the problem? Permits to build houses are easier to acquire but when it comes to horses that need protection from the sun and an adequate supply of water, the authorities seem not to care.

Unfortunately horses don't have votes and they can't pay bribes so there is little chance of them being cared for by the present Government.

For the authorities, it is important that their cars are air conditioned. Keeping horses in the sun in such a hot weather is high degree of cruelty to animals.
