Teenage heart-throb singer Justin Bieber has been ticketed for speeding in Los Angeles after he said he was being chased by at least one other vehicle.

California Highway Patrol Officer Ming Hsu said Boyfriend and Baby crooner Bieber, 18, was cited for driving in excess of 65mph at about 10.45am yesterday, after calls came in complaining of a freeway chase on southbound US Highway 101, near Studio City.

Officer Hsu said Bieber told police he was being chased by paparazzi.

"The second vehicle left the area and there's a search to find that driver," Officer Hsu said.

The claim of a chase is backed by Los Angeles city councillor Dennis Zine, who called authorities after seeing Bieber's distinctive chrome Fisker Karma sports car being chased by five or six other vehicles on his morning commute to City Hall,

Mr Zine, who was a Los Angeles police officer for 33 years, estimated that the chase exceeded 100mph as paparazzi engaged in wild manoeuvres to keep up with Bieber, including driving on the hard shoulder and cutting up other vehicles.

Mr Zine said he saw Bieber's car drive up behind him and zoom around him, weaving wildly in and out of traffic while the other cars gave chase.

Bieber was breaking the law by driving recklessly and speeding and the paparazzi were breaking the law by hounding him, he said.

"This was very bizarre, very outrageous and showed a total disregard for life and property," Mr Zine said.

Zine, a witness to countless crashes and fatalities during his police career, said he was surprised no-one crashed.

"The way (Bieber) was driving was totally reckless, I would have arrested him if I had pulled him over," he said. "I wouldn't have given him a ticket and let him go."

Yesterday's incident is not the only conflict between the floppy-haired singer and the paparazzi. In May, a photographer called authorities, complaining he was roughed up by the star in The Commons at Calabasas shopping centre.

Authorities said the scuffle happened when a photographer tried to take photos of Bieber and his girlfriend, teen actress Selena Gomez.

Last April Bieber called off a meeting with the Israeli prime minister Benjamin Netanyahu in Jerusalem, saying he had cancelled partly because he did not want to face the country's notoriously aggressive paparazzi.
