Safeguarding Malta’s Biodiversity (22) – A proposed national policy framework

The strategic goals set out in the draft National Biodiversity Strategy and Action Plan (NBSAP) for Malta are translated into the following action-based and outcome-oriented measures, which are grouped into 18 thematic areas, and must be achieved by 2020.

Theme 17: Capacity Building (Code CB 1-5)

CB1: National authorities responsible for overseeing the sustainable use of resources and, for the regulation of species trade and the movement of non-native species, are well equipped with adequate human, financial and technical means. An enabling environment is created that allows for effective conservation of biological resources, by way of capacity building including through training, continued professional development, reviewing administrative structures and where required; adopting mechanisms for adequate support.

CB2: Site managers entrusted with the responsibility of managing protected areas, where applicable, are well-trained and appropriately equipped to carry out their duties effectively and based on best practice.

CB3: The mandate of environmental management partnerships/consortia is duly tied both to environmental requirements and priorities and to a clear set of objectives, forming part of a holistic area management plan, which enables better-gearing towards area management, environmental restoration, and high-quality ODZ planting. Proper differentiation needs to be made between urban and rural landscaping and between landscaping forestation and environmental restoration.

CB4: Gaps in taxonomic knowledge are addressed by strengthening taxonomic expertise and urging uptake of taxonomic research.

CB5: Scientific capacity in conservation biology tools for the recovery of endangered species is strengthened.

Mepa published the draft National Biodiversity Strategy and Action Plan (NBSAP) for Malta on February 28, 2012. The NBSAP aims to set Malta on the right track to meet its own biodiversity and other environmental objectives, as well as its international commitments, by 2020.
