Three policemen had acted in self defence in May 2007 when they shot Bastjan Borg five times after a disturbance in Qormi where he allegedly threatened passers-by and damaged a number of vehicles using a flick knife.

Mr Borg, 52, of Qormi was a former patient of Mt Carmel Hospital.

In her inquiry report presented to the Attorney General, Madam Justice Jacqueline Padovani, then magistrate, concluded that the police had acted in self-defence in circumstances which clearly showed that the aggression on them was serious, unfair and unavoidable.

In her report, Dr Padovani Grima made a number of recommendations on how such cases should be tackled.

These recommendations were being evaluated by the government departments concerned, the Home Affairs Ministry, which was today given a copy of the inquiry, said.
