Charges of violent indecent assault, defilement, sex with a minor and committing indecent acts in public have been filed against a 21-year-old teen party organiser, The Times has learnt.

The police filed the charges in November, coincidentally, sometime after the government had banned teen parties pending a legal review.

The fact that the charges have in fact been filed emerged only last week when the police were asked for an update on investigations launched almost six months ago following a series of reports about the controversial parties.

"We can confirm that our investigations were concluded and a breach of law was detected," the police's media arm said, listing the four charges filed against the person, without naming him.

Last year, The Times ran a series of reports about the teen party phenomenon after Facebook photos emerged of children as young as 11 dancing at nightclubs with young adults in their 20s.

The photos of the teen parties showed groups of girls dancing in lingerie, mimicking erotic dancers. One of the girls, aged 15, claimed she had been paid €10 to dance.

In October, The Sunday Times reported that a teen party organiser was serving a 10-month prison term suspended for two years for engaging in sexual activities with a 13-year-old.

The stories had not only prompted a police investigation but an inquiry by the Children's Commissioner Helen D'Amato. She had recommended a ban of the alcohol-free parties until the law could be made stricter. One of the recommendations was for organisers to be screened to ensure they had a clean police conduct.

A working group had been set up to formalise recommendations that are now being discussed by the justice and tourism ministries, pending final approval.
