The four pillars of the Lifelong Learning Programme managed by the European Union Programmes Agency (EUPA), namely: Comenius (School education), Erasmus (Higher education), Leonardo da Vinci (Vocational Education and Training) and Grundtvig (Adult education) are joined by a ‘Transversal Programme’.

The specific objectives of the Transversal Programme promote European cooperation in fields covering two or more sub-programmes and the quality and transparency of member states’ education and training systems. The programme also comprises of operational objectives such as supporting policy development and cooperation at European level in lifelong learning, notably in the context of the Lisbon process ‘Education and Training 2010’, as well as the Bologna and Copenhagen processes and their successors.

The programme also seeks to ensure an adequate supply of comparable data, statistics and analyses to underpin lifelong learning policy development, as well as to monitor progress towards objectives and targets in lifelong learning and to identify areas for particular attention. Particular importance is also given to the promotion of language learning and to the support of linguistic diversity in member states.

Moreover, the programme seeks to support the development of innovative ICT-based content, services, pedagogies and practice for lifelong learning. Finally, another operational objective of the programme is to ensure that the results of the Lifelong Learning Programme are appropriately recognised, demonstrated and implemented on a wide scale.

The ‘Transversal Programme’ pursues four key activities: Policy co-operation and innovation, languages, information and communication technologies – ICT, and dissemination and exploitation of results.

In Malta, EUPA is responsible for the management of a few activities under the first key activity, namely, the Euroguidance Centre and activities pertaining to the study visits initiative. EUPA is also responsible to manage the European Language Label at national level.

The deadline for submitting an application form under the 2012 General Call for Proposals for the Transversal Programme, Key Activity 1: Study visits are the following: March 30 and October 12.
