Prove what you say on waste recycling, MP tells Mepa
Labour environment spokesman Leo Brincat is calling on the planning authority to prove what it says that all waste packaging is being recycled.
The only available statistics dated back to 2008 and showed Malta only recycled 12 per cent of packaging waste, far less than the EU requirement that member states recycle about half such waste, Mr Brincat said.
It was not the only gripe the opposition spokesman had with the way in which the Malta Environment and Planning Authority’s waste packaging recycling scheme was being run.
He noted with concern that only 2,700 commercial entities had registered as waste producers, out of the 10,000 or so such entities that should have done so.
Mr Brincat said a specific waste packaging company had misled its members by claiming that by signing up they would automatically be registered with Mepa.
The government and Mepa had remained silent about this “for reasons known only to themselves”, he said. Nor had the authorities said anything when this same company encouraged members not to join a compliance scheme.
He accused public waste recycling company Wasteserv of lacking transparency, saying the government had yet to present the company’s audited accounts to Parliament.
Recycling company Green MT also came in for a verbal lashing, with Mr Brincat noting its “arbitrary” raising of late registration fees on its members, despite it not being permitted to do so.
The incident dates back to last November. At the time, Green MT CEO Joseph Attard had been adamant that letters demanding payment of late registration fees had been misinterpreted.

Waste recycling schemes are based on false numbers. The data being gathered about imported consignments is calculated Gross weight less Net weight. Now Net weight already includes the packaging materials included in the products. Therefore the difference resulting from import entry documents accounts for the weight of the wooden pallets inside the container/consignment. These wooden pallets are not collected by the waste collection entities and usually these are either destroyed or reused or sold but never thrown away. Therefore statistics are bound to be wrong and the figure which is actually being collected will always and invariably be far lower than the total amount supposedly being imported. This is being done purposely because waste collection schemes base their membership fees on this unrealistic figure and have a vested interest in it being high to charge higher membership fees. Perhaps if things are done with fairness than more businesses would enroll.

Im not sure i get what Daniel is saying. We are members of a Scheme and Im sure that we do not give false numbers and Im also sure the Scheme does its best to make sure that it abides to the permit conditions. It is also not correct to state that Schemes charge higher membership fees. Both Schemes charge nearly the same prices and compared to foreign Schemes theyre doing their very best.
Of course its easy to throw mud at Schemes or self compliant members. It would be better if those who opt to comment provide constructive solutions instead of doing their best to place others in bad light! Why do some Maltese always decide to reinvent the wheel.....why
Asfor the statements made by Hon Leo Brincat ...he would do well to ask the Schemes directly for information instead of insinuating time and time again. We re Scheme members of Green mt and whenever we asked for information it was given, so the MP can do the same.......unless he has a hidden political agenda ..which should not be the case.
