The Create Programme, branded as the “new scheme for creative industries”, is a scheme that has been launched by Malta Enterprise. This incentive is intended to support creative businesses whose economic performance is directly linked to the creative talent of those involved in the business.
The following are the eligible areas for funding: visual arts, crafts, film and video, music, performing arts, literary works, design, digital media and gaming.
Under this scheme, applicants involved in the creative industry can benefit from a tax credit of up to €25,000, which is calculated as 60 per cent of the eligible costs incurred by an eligible creative enterprise.
Eligible costs include investments made to purchase equipment required in the production of the creative work, fees incurred in the registration of intellectual property, subcontracting of prepublication costs and subcontracting of translations of literature and film works to Maltese, among others.
Further support is provided through this scheme pertaining to creative work undertaken in a number of creative zones which have been identified. These include: Valletta (Strait Street, Biccerija area and Is-Suq), Vittoriosa (Collacchio area) and Victoria (Savina Square, Archbishop Saver Cassar Street and Saint Mary Street).
Therefore, to assist in the transformation of these areas into creative zones, enterprises located within these areas shall have additional costs eligible for assistance, such as rent or lease costs on equipment, facilities and premises as well as costs incurred for the development, furbishing and refurbishing of property that shall be used in the creation of a work of art. Similarly, costs for rental of premises in creative zones to be used for creative events, such as workshops, public performances and exhibitions shall also be eligible for assistance.
Costs deemed eligible under this scheme must be incurred between January 1, 2010 and December 31, 2012.
