Foreigners who buy property in Malta in designated areas listed by the Minister of Finance do not need an acquisition of immovable property permit. Property not listed is subject to an AIP permit. The AIP permit is subject to the approval of the Commissioner of Police.

Libyans can only buy from designated areas. That is the explanation for the refusal of an AIP permit to my client and for the refusal by the Commissioner of Police to give me reasons for the objection.
