Can someone explain how one can not have a driving licence, never have passed or appear to have taken a driving test and, yet, be banned from driving as a punishment?

Surely one shouldn’t be driving, either after the fact or in the first place, anyway!

It’s like punishing a footballer by banning him (or her) from playing cricket!
