The Electoral Commission has revised the boundaries of 10 electoral districts in order to ensure that the their population levels respect the requirements of the Constitution and the Electoral Law.
The changes are based on the electoral register of April 2011.
The Electoral Law lays down that Gozo and Comino should be considered a single district, while the eligible voters in Malta are divided into 12 districts such that the population in each district does not fluctuate by more or less than five per cent of the average.
The total number of registered voters in Malta and Gozo is currently 326,493, including 27,127 in Gozo and Comino. This means that the number of voters in any of the 12 districts in Malta may range between 26,195 and 23,700.
The Electoral Commission pointed out that the first district was 654 votes short of the minimum; the third, 247 from the maximum; the fourth, 110 votes short of the minimum; the 11th, 132 votes short of the maximum; while the 12th has surpassed the maximum by 70 votes.
In a report to the Prime Minister and the Leader of the Opposition, the Commission announced the following changes:
Part of Marsa (823 votes) has been taken away from the fourth district and added to the first.
Part of Sta Venera (1,057) has been moved from the eighth district and added to the first.
1,495 voters in Fgura have been moved from the third district to the fourth.
240 voters in Mdina have been transferred from the 11th district to the seventh.
1,520 voters in part of Naxxar have been transferred from the 12th district to the eighth.
ELECTORAL COMMISSION NOTICE
The Electoral Commission in a statement said that those persons who, on the 30th September, 2011, were qualified to be registered as voters, of the importance of verifying that their name and particulars have been included in the revised electoral register published on the 28th October, 2011.
Persons who obtained Maltese Citizenship through naturalization or registration and certified dual nationals are entitled to be registered as voters in this register if, on the 30th September, 2011, they had the necessary qualifications in accordance with the Constitution of Malta and the General Elections Act (Chap. 354). These persons are urged to verify their inclusion in this Electoral Register.
Any person whose name has not been included in this register, or whose particulars appearing in the Register need to be corrected, may appeal to the revising officer up to Friday, 18th November, 2011, to have his/her name included in this register, notwithstanding that no prior application may have been made to the Commission for such purpose. Persons intending to appeal to the Revising Officer may seek assistance at the Electoral Office, St. Elmo Square, Valletta or at the Identity Cards Office, 28A, St Francis Square, Rabat, Gozo.
