Next year's budget is one of courage being presented in tougher than usual situations when the country is surrounded by financial instability, Prime Minister Lawrence Gonzi says in a message.

Dr Gonzi speaks about the measures the budget is proposing "prudently and seriously" to benefit mainly the weakest in society. The budget is also investing in health, education and the environment.
