Once the vote of no confidence in Austin Gatt was defeated (even though with the casting vote of the Speaker) and the government had full confidence in the minister, the only logical conclusion should have been that the new task force set up to oversee the public transport reform had to be accountable to Dr Gatt and not the Prime Minister.
