15-year-old found driving car, with shotguns inside
Two traffic policemen who stopped a driver for using his mobile phone while driving, bagged more than they expected this morning.
The driver was found to be just 15 years old. Apart from using his phone while driving, he was also not wearing a seatbelt and two shotguns were found in the car.
The boy was accompanied by an 18-year-old man in the passenger seat.
The arrest was made in Abate Street, Zabbar at about 10.30 a.m.

In all cases where people drive a vehicle without any license (not to mention insurance etc) the car should be simply confiscated. (in this case plus guns of course)
That will make parents think twice about being a teeny weeny bit careless about the car keys - - - let alone kindly lending the car to their little dears.
We'll await the verdict with interest - probably an Eur 5 fine and nice cozy suspended sentence.

The car belongs to his mummy...obviously she did'nt know that her offspring had her car at 10.30am whilst she was preparing the family meal !
Shotguns in the car and loaded at that!!? Wow...surely these two very serious crimes would warrant a hefty penalty! Perhaps, a suspended sentence for each offence,according to the laugh court of the island in the sun!
Of course,due to the fact that the culprit happens to be a Minor committing two Major crimes, no name would be published.
How about printing something like this " a 15 year old child from Timbuktu was caught driving his mother's car and also was in possession of loaded shotguns. The boy's mummy Mary Smith,denied any knowledge of her spawn being in possession of her vehicle and promised to lock him up in his room once he is released on a suspended sentence"!

maybe he'll be lucky and he'll only get told well done from the magistrate for doing well according to his probation officer's report as has just happened to us last week when we took a 14 year old to juvenile's court for pushing my son into the sea from a high wall while he was fishing (note my son did not know this boy!!!) !!!

Police are to be commended, granted. I would not like to have Malta become a Police state - but is there a better way?
This week we have been punched in the face (again) with the story of the hit-an- run on the twins - so much for Rule of the Law and delivery of Justice. How can we look up to the members of the judiciary with respect when they seem to discredit themselves in the way they act and the sentences they hand down? Over and above they claim a pay rise (an only-in-malta situation)
This case of the 15 year old is NOT a one in a million, sadly. Who is to blame? (1) the parents, if they are ever present (or known)?! (b) society, for being too permissive and failing to report crimes and criminals (c) ministry of education for turning blind eyes far too many times (d) a lame penal system, that is oblivious and outdated vis-a-vis modern day crime and (e) our parliamentarians, who are fearful of coming down heavy on the (potential) criminals populating their constituencies.
This is indeed a sickening story, far more serious than the poor animals butchered in the past months, or rather it goes hand in hand, as it is clear evidence of a society that is clearly going down the wrong street.
Someone please explain by what stretch is a 15year old driving around armed? Of course no one will answer my question, least of all our much beloved politicians who are always happily distracted doing whatever.

pretty much every comment here blames the parents but not a single person has blamed the boy himself . its not always the parents fault . maybe he took the car from his parents home while they were at work thinking he was at school , and why should the policemen be commended for their work ? all they did was do what every other police officer in the world does on a daily bases , i bet that this was the only car those officers stopped all week maybe even all year . the way the driving laws here are enforced is a joke .. i have yet to see someone being pulled over leaving pv on a friday/saturday night even when they are on the wrong side of the road or without headlights on . get some british police officers over to train the police here and we will see a huge decrease in drunk driving and accidents .

Every time i get in my car i always see people driving talking on their phones. More police are needed on the roads. 20 yrs of driving and i have been stopped by a policeman ONCE, and that was over 15yrs ago. He looked in my car, wrote down my number plate and that was it.

This case is only the tip of the iceberg. If more police are on the roads making frequent checks we will surprise how many unlicensed drivers they find. But unfortunately law enforcement is lacking in Malta.

This shows how important it is to have police on the roads. We recently had some friends from Australia and they commented on the lack of police on the roads. How can we do this especially knowing that Maltese drivers are so undisciplined? In Australia one gets frequent and heavy fines if one does not obey the highway code since police are everywhere to be seen. This is the only way to get discipline on the roads and as a corollary to this the police will then also be able to find the occasional law breakers as was this case at Zabbar and be a deterrent for other adventures.

Malta is becoming, the land of free and do as you like. Some parents need to have their children taken away from them and given for foster care, fifteen-year-old should be at school, who is going to answer to this, did he have a medical certificate for his absence and if yes who is the doctor responsible? Malta wakes up to all this unruliness be for it is too late.

Though I generally agree with you, I wonder whether You would like to foster a case like this in your own house?!?
We all know of cases, where - for whatever reason or not - the children are not attending school. I can easily recall three cases in my vicinity and thanks, but no thanks, I wouldn't want to foster these particular cases in my home.
Children of that age need a different approach. In other countries there are specially trained social workers, who look after and live together with such cases in a kind of assisted accommodation, in order to control and guide them.

the point is what the hell was a fifteen year old doing with two SHOTGUNS!!!! hopefully they were licenced or if not their serial numbers can be traced to previous owners.. maybe even the person who owns the vehicle...this could prove interesting - maybe now the state will tighten up on shotgun ownership and how they are stored and kept. i e In a metal cabinet securely bolted to the wall and kept locked and ammunition kept secure away from the weapon....Ive read some stories in my time but this is Classic..

Good job by the two traffic policemen. So what do you do to a 15 year old, an irresponsible teen driving without a license, using the mobile while driving and of course not wearing the seat belt while operating a vehicle. I agree with the rest of the commentators and the prime responsibility should fall on the parents. This incident also proves my point that traffic policemen (motorcycle cops) can do a better job than a hundred speed cameras. The cameras only show the speeding car and it is nothing but a money making machine for the government. Those traffic policemen should be more visible than appearing spiffy in motorcades. Bring back these motorcycle cowboys (tat-Traffic) maybe they can control the road madness we got ourselves into. How about it Commissioner?

Most probably he borrowed these guns from some Libyans pertaining to NTC as even housewives had machine guns at home. This is Malta and a few days ago I wrote on this paper that there are over 35,000 drivers without a driving licence, insurance and road licence. But my pleas fell on deaf ears. We have a law of the jungle where those who are lawless are better off than those who rightfully obey the law. This is the rule of law of the Maltese Islands unfortunately.

The problem with society is that there are going to be MORE and MORE people such as this guy in the coming years... This is NOTHING near what's waiting for us in the next 5 - 10 years!
And the problem is 1 thing... the abuse of the social benefits with mothers who are still children themselves bringing up kids without a father because they went to PV, had a shag and who knows who the father is... in this case, there should be NO benefits so that the abuse STOPS!
An other thing is the mess of the education system... Something is VERY VERY wrong.

But they are. The parents are accountable for their children's acts. Just like the owners of animals are responsible for anything they do. It's just that sometimes, the legislation appears to be too lenient.
But that's not just Malta, mind you. Listen to the TG1 and TG2 news when there's a road tragedy (drunk driver hits biker, etc) and over and over again you will hear that these are relapsers. Just a few weeks ago a businessman immigrant resident in Italy ran over and killed 2 people. Guess what? He was drunk and it was not his first time!!! As you can imagine, with some horror, he was out on bail before the ink on the report had dried.
The legislation and its enforcers is there for the criminals, perpetrators and lawbreakers, definately not there to safeguard the honest citizens like you and me.

It is very unfair to attribute the findings with FKNK. I am not a hunter myself and don't even own a shotgun but how come you came to the conclusion that they were hunters? cause I ve read the article many times but nowhere could I find any thing related to hunting. could it be that they were going for clay shooting or maybe even worst planning some robbery? and if they were hunters, why are you associating them with FKNK? I am more than sure that NO MEMBER of the FKNK committee would ever approve a 15yr witha shotgun...they will just be crazy if they do so!

Just a legitimate question.: so instead of being at school this kid was
a) shooting clay discs
b) preparing for a military assault or
c) returning from a hunting session

Pl;ease see my letter on The Times dated oct 17, just 9 days ago. What has all the minsietrs including the infamous TM done about such matters? Will the parents be prosecuted? The child, no name because he is still too young will not be punished as it could be traumatic on him.
I pity the persons(s) who could have been maimed or even killed by such irrisponsible behaviour, but who cares, we are in democratic, indpendent, republic and with Freedom of Malta. We have very tender concience on divorce and impose unwealdy transport system. We impose a monstrosity costiung the people 400 million (I repeat) MILLIONS - and no minister will ever risifn and the PM is with a pair of solid hands.
Who wnts to live in Timbuctu when he can enjoy the anarchy of Malta?

I think that law enfocement authorities should start involving the parents in the charges. Fine the parents for not being able to take care of their child (who's still a minor and under their custody).
That way, parents will have to take care of their child (don't get me wrong, most of them do) because we're seeing too many minors involved in crimes or wrongdoings.We want accountability in everything nowadays, so why shouldn't the parent be accountable for what his/her child does?

Whilst I fully concur with the majority of comments, I just cannot overlook the vigilance of the two Police Officers who caused the vehicle to stop and subsequently discovered the weapons and detained the two suspects. Every day and night Police officers put their lives on the line in order to protect us the public, it is all too easy when something like this happens for certain people to start ranting and raving about more stop checks, patrols etc reality is that even if you had a Police Officer in every street corner apart from a deterrent it would not stop crime altogether. Parents and the Community in general must accept their responsibilities and work hand in hand with our Law Enforcers.

This is Malta, so instead, Peppi Azzopardi will use him as the central victim in his TV show, making excuses for his inexcusable actions such as blaming the fact that there isn't enough monitoring at school and that the poor child is probably acting out because his family/friends/teachers/girlfriend did something to irk him and suggest he get psychological help and a tiny slap on the wrist, rather than having his right to a driving license revoked for a good decade or more, and a hefty fine for his parents as well as community work. If it were up to me, I'd waive the anonymity rule and name and shame these prats who are nothing more than stroppy, entitled over-grown babies (just like most of our politicians and those who believe they can keep fooling us about how they're running this country).

Well done to the police. I would suggest that the wardens should do some randoms check ups vehicle license, insurance, identification, not just hiding and dishing out tickets.

I dont agree with you Mr Brincat that wardens should so the same. Wardens are employees of private companies, hence not really public officers. We have enough abuse in their mode of action and i doubt whether they have the basic essentails to do a proper job. Any wardens worth their while should join the police force, otherwise they are just normal citizens except for the facts that you mentioned. Police and other public officers have irreplaceable roles. What i would introduce would be legislation to legalise temporary citizens` arrest followed by police intervention. Then, yes ,wardens` actions would be in a legal framework. Please be reminded that not even customs officers or the armed forces have the power bestowed on the Police force. Hence it is every citizen`s duty to co operate with this force and it is its duty to see that it remains free of bad apples.

The boy is irresponsible (to say the least) to be driving a car at his age....
however, it is more worrisome and downright reckless on the part of the motley crew of parliamentarians - who quibble about everything, whilst pocketing (and wasting when in government) our taxes - but remain so oblivious of the factual threat of having shotguns so freely available within homes, streets, roads etc...
Driving under age and without a license is bad enough - however running around with shotguns should be downright criminal.

suspended from school for using mouthwash after lunch; and a teacher
fired for reprimanding an unruly student, only worsened his condition.
Common Sense lost ground when parents attacked teachers for doing the
job that they themselves had failed to do in disciplining their unruly
children.
It declined even further when schools were required to get parental
consent to administer sun lotion or an aspirin to a student; but could
not inform parents when a student became pregnant and wanted to have
an abortion.
Common Sense lost the will to live as the churches became businesses;
and criminals received better treatment than their victims.
Common Sense took a beating when you couldn't defend yourself from a
burglar in your own home and the burglar could sue you for assault.
Common Sense finally gave up the will to live, after a woman failed to
realize that a steaming cup of coffee was hot. She spilled a little in
her lap, and was promptly awarded a huge settlement.
Common Sense was preceded in death, by his parents, Truth and Trust,
by his wife, Discretion, by his daughter, Responsibility, and by his
son, Reason.
He is survived by his 4 stepbrothers;

What does it say about the parents? Where did this kid learn to drive? Who's car is it? Why is he in possession of a car and two shot guns? And why on earth is he not in school?
These parents are huge failures. Some parents think that their job is to look after their young by providing anything they want for them and keeping them happy. They forget to give them responsibilities, to show them the consequences of their bad choices and follow through with the proper punishment.
It's so much easier to nag and complain, throw your hands up in the air and say, 'heqq.. ghamel li trid mela hux, la ma tridx tisma!'

First of all I think his identity should not be protected, secondly I would keep his parents responsable because if he is under age his parents are accountable for his deeds and most probabaly the car belongs to his father and who are the guns registered on?
About 20 years ago when I was still a youth I remember roadblock quite often and 24 X 7 and that way only we can reduce abuses from our roads.

Cowboys on the loose!!! We need more monitoring by the forces of our roads and serious action to be taken against abusers. It is fine not to mention the name of this kid, however the owner of the car must likewise be held responsible for those that use his vehicle. Furthermore a serious exercise needs to be performed to establish who is not paying the road licenses and car insurances.

i was not referring to people with a driving licence!, in malta there are no regulations stating the type of car you can drive when you get your licence but there are regulations that you can't drive a car without driving licence.

Police cannot do spot checks unless they have evidence that you're carrying something illegal. In fact spot checks are done to fine drivers for something stupid like a cut off light bulb... just to suck money out innocents' pockets

Using a moble phone whilst the driver is operating the vehicle is 175€ fine in Most northern countries plus the possibility of losing a driving licence, and whilst carring weapons thats a jail sentence at the judge's discretion. That is something that just do not exist in Malta, still has alot to learn from us more advanced europeans
