Better to walk on the road?

During the past few weeks, while walking on the pavement, I have observed pieces of masonry falling from overhanging balconies and balustrades. Several months ago I noted a large sheet of glass which had detached itself from the front of a fairly new apartment block and fallen on the windscreen of an unfortunately parked car – I am sure that insurance claim made interesting reading.

Is it safer for us pedestrians to walk on the road? Come to think of it, given the state of the driving here maybe not!
