CCTV camera? WHERE?

Lately it seems that the whole island of Malta needs an over all CCTV camera.Crime has more than tripled in the last ten years or so. Could it be the lack of discipline and or the infamous Suspended Sentence Syndrome? I don't think CCTV cameras will do any good if the courts don't seem to have enough respect for the law themselves. If you recall, a lot of crimes were committed under the surveillance of a camera and the perpetrator was let go with a slap on the wrist. Remember the bully dragging his girlfriend by the hair in the middle of the street? That is one example.
