Do not paint negative picture of Paceville, bar owner pleads
Statements on Paceville are “creating a negative picture” of the area, according to Philip Fenech, president of the tourism section of the Malta Chamber for Small and Medium Enterprises – GRTU.
During a meeting yesterday with the Group Acting for a Safe Paceville (GASP), led by Anthony Farrugia, a group of Paceville bar owners discussed what practical action the government should be encouraged to take “to meet the real challenge”.
A GRTU statement issued after the meeting quoted Mr Fenech saying that “... action is being taken as a result of the hype now surrounding the issue, and statements being made by those who ought to know better are not really addressing the issue but simply adding to a picture of negativity about the whole Paceville area.”
“The worst thing that can happen is that panicky decisions are taken just to impress rather than taking remedial action that is well-planned and directed towards real and not perceived problems,” he added.
Mr Fenech, himself a bar owner in the entertainment mecca, said Paceville was an area with heavy investment and played a pivotal role in Malta’s new tourism strategy.
The action that had to be taken should lay more stress on supervisory and surveillance methods on a regular basis rather than “sporadic one-time actions that achieve very little”.
Hoteliers have called for an effective management structure in the form of a government agency representing various interests and jurisdictions to tackle the situation in Paceville in view of violent incidents taking place there.
During the meeting, Mr Fenech said the problem affecting Paceville had its roots in the increasing tendency of a growing number of young people who preferred to disregard regulations and go out for all sorts of abuse when not under constant surveillance.
He added it was important to “adopt measures of surveillance that have been proved successful elsewhere because the phenomenon of anti-social behaviour by youth is not restricted to Paceville”.
The GRTU and GASP agreed to cooperate with the authorities to ensure solutions are implemented without further delay so that Paceville would improve its image as a safe and disciplined area for all those seeking relaxation and enjoyment.

One can hardly blame Philip Fenech for standing up for businesses in the Paceville area. He represents many mostly responsible owners who form a large part of the tourism industry in Malta.
There is much cooperation between bar owners here and the police and security forces to keep an eye on any potential trouble brewing and bring it under control swiftly.
Sadly many people - both locals and tourists - have problems in controlling themselves and their consumption of alcohol and drugs and therefore break the law with total disregard for others. There are many irresponsible parents who allow their children out late when they ought to be home. The same happened in the UK where many "rioters" were children on their school holidays with nothing better to do!
Business owners cannot dictate to parents how to control their children nor to adults who like to make trouble. Perhaps it is time that people realised that Paceville can only do so much itself to change things. It is time also for people to act responsibly. It's all too easy to blame the bar owners.

Mr Fenech as I said many times before. Only Paceville can clean up Paceville. And by Paceville I mean you, the bar owners and business owners. Maybe most clubs and bars are legit but there are those that are only looking at that euro and don't care where it comes from. Maybe a few more meetings with Dr Farrugia is not a bad idea, I am sure it would be beneficial for the whole lot. It seems that the bad publicity is staring to hurt Paceville, and that means less money for your investment. It is up to you and the other bar and club owners to correct the situation. Don't let it get any worse because the crowd will be moving on to other Entertainment Meccas which are growing in Malta and Gozo...

There is only one way to avoid negative publicity - create a lobby for the installation of CCTV cameras throughout the area. You will be seen and recognized as a leader within this clean-up process, and be acknowledged for it. This approach will arguably clean up over half the problems by default.

Nobody is creating a negative picture about PV, its been there for everyone to see for years now, but such comment is expected from a bar owner.

I would prefer if an independent study is carried out by a professional multi-disciplinary team rather than listen to those aere in Paceville to make a buck. Prima facie there seems to be very little positives about Paceville. The AirMalta magazine is full of adverts of adult clubs as if Malta is becoming to be marketed to come and watch foreign girls dance around a pole, a profession that is found in countries that have very little to offer as their culture.
One has also to keep in mind the millions of public funds that goes to Paceville to re-do, re-do, and re-do infrastructure works, pavements, lamps, staircases, street furniture, dustbins, garbage collection and other public services to maintain the place; and still some areas remain shabby as a shanty town.
When a science centre was opened in Bay Street it had to close down as there were no customers; and this implies that the customers have been indoctrinated that only drinks and dance are what makes the world go round.
Little is done to offer alternative openings and opportunities to young people to get them on the productive road again.

The bar owners should be charged for increased police presence. If "disorder" isn't dealt with swiftly and effectively now it will just deteriorate.

The meeting held at the GRTU offices was indeed very positive since it was evident that the club/bar owners are totally in favour of a Police presence in Paceville that discourages wrong doing and that would cultivate a secure environment conducive to enjoyment by patrons and better business. GASP emphasised that its primary concern was security in the zone, while it recognised that the long term solution called for a collaborative effort between all the players in the area including the Police Force. All present at the meeting recognised that the Police were in effect far more present as a result of the GASP initiative, but it appeared that the current situation needed to evolve further on all fronts. Some were unhappy about certain aspects of Policing which were not addressing the real problems but were resulting in what may be perceived as discriminatory action. The expression "healing process" was used to describe what was happening and that all parties should be prepared to liase for the good of all and where necessary to lobby for legislative and executive measures being introduced.

contrary to what Mr. Farrugia is saying, the situation in Paceville is not a positive one. my quick question is for the "investors" to ask the locals why a huge majority of them prefer other alternatives to Paveville. Just to note a few points that come to mind:
1. the quality of the alcohol is never guaranteed - with most of times the cheapest crap is sold at premium prices;
2. the huge number of drunken youths lying around the area is not inviting at all;
3. the occasional show by the bouncers mass kicking someone's back side is neither inviting

2. Bullying is not inviting at all;
3. Teen girls getting devirginized and impregnated is not inviting at all;
4. People without shirts, full of tattoos and/or speaking bad language is surely not inviting at all;
