Serious even if not emergency matters

This morning (August 10), I noticed water running down Isouard Street and on to Tower Road, Sliema. I tried to locate the source but as I could not I phoned the police headquarters.

I gave all the details (including my particulars) and I was told that the matter would be taken care of. Two hours later the situation was growing worse, so I again contacted the same constable, who informed me that he had done his duty having informed the Water Services Corporation. He told me he would contact them again.

This saga commenced at 8.30 a.m. By 11 a.m. the volume of water had increased considerably, so I tried to contact the WSC directly. It is now 4.45 p.m. and all Isouard Street and a large section of Tower Road is flooded. I have spent at least two hours holding the line listening to non-ending music. No one seems to bother.

Who should one contact to report matters that may be much more serious than water waste but, on the other hand, do not seem to warrant an emergency 112 call?
