A judicial protest has been filed by the Pembroke council against the Transport Ministry and Transport Malta for carrying out works at Luxol Grounds to transform it into a Park and Ride without the necessary traffic management and traffic environment impact assessment being held.

In a reply to a parliamentary question, the minister had said these studies were not necessary since the site was already used as an open car park.

The council is arguing that the zone would have a negative effect on a residential zone, especially Normandy Street.
