Losing face
The façade of a Sliema building in the process of being demolished collapsed at about 12.30 p.m. yesterday, toppling the scaffolding workers were using.
Daniel Mangion, who works at a language school opposite the site, said he heard a sudden bang. “We saw this cloud of dust and as soon as it cleared we saw the scaffolding in the middle of the road.”
Michael Bonello, the developer of what will become a five-storey block, said the accident might have happened because the scaffolding was being supported in part by the façade.
Police and health and safety officials were later on site.

The answer is that neither MEPA nor ANYONE else is taking responsibility for monitoring safety at the moment.
MEPA is protected by the fact that while its remit extends to design and size of rooms etc. safety was not important enough to be legally included in its responsibilities. The problem is that it's no one else's responsibility as OHSA is not brought into the picture either when permits which are blatantly unsafe.
FAA, our heritage and environment group has been battling a case of a developer who applied to add FIVE stories onto a 200-year old house which is already structurally unsound! Every time we mention safety we get told off and are told that if the residents in the old house have a problem, they can take it to court! Fortunately there were other grounds for its refusal, or we would have been reading of another collapse in Sliema soon. Then the inheritors could get consolation from the death of their loved ones in court.

Doesn't anybody responsible, who gives out the permits, check that things are done properly. This is not the first time that this happened. And we never learn. And make laws and reform after reform and things remain the same. Going around and seeing the construction sites, the MEPA reform seems a complete flop.
