We joined the EU in 2004 but we always seem late in coming up to date with regulations followed in the rest of Europe.

I cannot understand what is keeping Transport Malta from issuing regulations laying down that all vehicles must have their lights on even during daytime. Since this regulation has been enacted in Italy, there has been a decrease of 30 per cent in accidents.

Why are transport big heads dormant about this matter?
