New guidelines on street decorations for feasts issued
The National Association of Feast Street Decorations has issued wide ranging guidelines on street decorations.
It stressed that the decorations should be related to the saint/feast that is being celebrated and should respect the historic identity of the various towns and villages.
Priority should be given to squares and streets followed by processions.
Decorations near historic buildings or sites should complement those buildings.
Particular care should be taken to preserve old street decorations which have historic value.
The association said that decorations should not obstruct decorations set up by other organisations and no decorations used in band marches should be opened in front of the seat of other societies in the same locality.
The association called for formal and informal contacts with governemnt entities and the Church throughout the year and said that those involved in street decorations should be active in church bodies including the parish pastoral council.
Residents should, as far as possible, be involved in the decoration of their streets.
Street decorations, as far as possible, should not obstruct street vendors and in case of difficulty, decisions should be taken by the civil authorities.
The association said that groups involved in street decorations should register as NGOs and seek state and EU funding, where possible. They should also ask the government to allocate them properties which had been transferred by the Church to the State under the 1993 agreement and are currently administered by the Joint Office. The purpose of that land transfer as for social purposes.
The association also urged its members to learn more about their skills and about the culture related to street decorations and feasts in general. They should also organise activities to attract more members..
The guidelines also urge organisers, where possible, to take out insurance policies and enforce health and safety measures to protect themselves and third parties.

A huge priority regarding our feasts is to clean them up from insults. Insulting lyrics should be banned. People should realize that each feast has its beauty and it is silly not to attend the "other" feast because they are their "competition". Feasts are not competitions but they are celebrations and ALL OF THEM are beautiful.
Wish to see a hug effort by Curia, parish priests and band clubs to introduce respect between various parishes and band clubs.

This is huge step forward.
Let us expand on street decorations for various reasons, cultural, traditional, festive, colour and not least, religion

X'inhi l-problema? Il-Kunsill Pastorali huwa l-post fejn jigi diskuss x'jista jsir ghall-parrocca...huwa ic-centru tal-hidma ta' l-istess parrocca, u bhala ghaqda fi hdan il-Knisja, il-Knisja qeghda taghti vuci fil-Kunsill Pastorali lil ta' l-armar...ovjament ma jmurx kull min jarma imma biss dawk li jmexxu. Kull ghaqda tibghat ir-rapprezentant taghha. Imbaghad jekk ma jinteressakx f'dak li jsir fil-parrocca, huwa bla sens li tarma ghal festa...l-imhabba lejn il-qaddis trid twasslek biex tkun parti mill-istess komunita ekklezjali.

Quote: The guidelines also urge organisers, where possible, to take out insurance policies and enforce health and safety measures to protect themselves and third parties. Unquote.
Insurance policies should be mandatory to cover all aspects from property damage, general accidents and to essentially cover personal injury to third parties.

is there any regulation stating that while installing such decorations they should be accompanied by a warden in order to close access to roads. I live in a village very popular for festas and during summer it sometimes gets frustrating to find roads closed without notice.

..and following the example of the James Blunt concert, remember that as minors are free to attend the feast celebrations, this will mean absolutely NO alcohol can be sold to anyone, regardless of whether they are legally old enough or not :)
...or were they just picking on James Blunt fans?

Could the guidelines please also state that no poles should be rected off the pavements and neither within parking slots as is currently happening? Could the guidelines also state that putting up decorations during rush hours in main roads is forbidden? Other than these points, which annoy motorists, most of us appreciate the works and presentations of Festa's street decor.
