Accident waiting to happen in Rabat

For the past month I have noticed a lamp post on Saqqajja Square in Rabat which has been hit repeatedly by either a bus or a large truck. I have reported it to the local council, which informed me they have reported the lamp post in question to Enemalta but nothing has been done.

This lamp post is resting on the branches of a tree and if we get a very strong wind it will collapse either on the cars parked below it or it may even kill somebody. If the lamp post moves another three inches it will fall down.

Last Thursday, I decided to give a phone call to the office of Enemalta and made the report myself. The gentleman who answered told me they would look into the matter. What I would like to ask is: Why is the competent authority waiting for an accident to happen before something is done?
