Mepa appoints new CEO
The Malta Environment and Planning Authority (MEPA) has appointed Dr. Ian Stafrace as its new Chief Executive Officer.
For the past 10 years, Dr Stafrace served the Authority as legal adviser and was involved in the drafting of a number of legal texts and the transposition of the EU Legislation into Maltese Law. Dr. Stafrace was also appointed by the government to draft the new law regulating environment protection and development control, which was approved by Parliament last July.
Dr Stafrace, as the new CEO together with Perit Christopher Borg - Director of Planning, Ing. Ray Piscopo - Director for Corporate Services, Dr. Petra Bianchi – Director for Environment Protection and architect Alexander Borg – Director of Enforcement, are responsible for developing the necessary strategies to ensure that the Authority meets its objectives and targets as outlined through the MEPA Reform.
Mepa Chairman Austin Walker said: ‘the appointment of Dr. Stafrace has strengthened the management structure of this Authority and will make our operations more effective and in line with the key principles of consistency, efficiency, accountability and enforcement, on which the MEPA Reform has been based.’

So much for MEPA Reform, they promoting one of the people who has been in control for the last 10 years, when all the bad things have happened. Auditor's objections ignored, inconsistancies galore, and the infamous Rationalisation plans, not he steered them as well?
Prosit, ghamilna opra hej! Viva MEPA Reform, walking backwards like a crab. Consistency, efficiency, accountability and enforcement, why should Stafrace care about them now if he did not for the last 10 years? U halluna tridux!

Another expensive car for MEPA? All this bla bla bla about this new appointment, why wasn't a public call made so truly the BERT man for the job all round gets the job so tax-payer can get the full value for taxes paid?

It is a question of, ‘You scratch my back and I will scratch yours’. Was their a public call for this top job or was Dr. Ian Stafrace a blue eyed boy hand picked by the high and mighty?

Hope to fair decistions and not outstanding for 24 months just for a change of use for a small shop.
Hope to have a fair decistions on illegal sites being built, namely on public property

The proof of the pudding is in the eating - we have to wait and see. But judging by recent history i.e. we have a 'Ferrari' running MEPA and which does not seem to have made the desired effect then I have great doubts!

Dr Stafrace's outstanding performance at MEPA in the past years, his input in the drafting of the reformed Act along with his attitude towards consistently seeking balanced solutions rendered him in the most fitting position to occupy such a post. Truly well deserved.
