This is absolutely ridiculous! For an old car to be scrapped, one not only needs to queue for hours at the Licencing Office but if one happens to have mislaid the car’s registration certificate a declaration to this effect is not enough. One needs to go to a notary and sign an affidavit. For scrapping a car, not transferring it! Unbelievable in an economy striving to improve its competitiveness.
