Construction accident

Two Serbian men broke several bones when they fell a height of about two storeys at this construction site in the grounds of the University of Malta in Msida at about 2 p.m. yesterday. They were rushed to hospital.

Very sorry to hear of the accident, and hope for a speedy recovery.
BUT, as there are unemployed Maltese people, how is it that foreigners have managed to find work , and live okay on the income, why could Local labour not take the jobs ?
If the foreigners were paid the minimum wage, and managed to live on the wages, why could :Local labour take the jobs ?
