A residents association has filed a judicial protest against the Malta Environment and Planning Authority claiming that a full development permit for the extension of the Archbishop's Seminary school at Tal-Virtu, Rabat, was issued on the basis of a flawed report issued by Mepa's Planning Directate.

The Association of Residents Concerned about Seminary School Expansion said the report contained erroneous interpretations of various authority policies and completely ignored others mentioned in the report itself as being relevant in the planning context of the application.

The association said that as a result of this, the directorate erroneously recommended the Development Control Commission to grant development permit. Such permit, however, did conform to Mepa policies, to the detriment of the association and its members.

The association called upon Mepa and its board to urgently re-examine the process used to analyse the application, including the directorate’s report.

Should the process or report be found defective in any way, the board should immediately revoke the permit and reconsider the application according to the applicable guiding and controlling policies.

The association said that in October its core group of members had sent the Mepa chairman a detailed memorandum and well as a petition signed by over 200 residents regarding the development.

It said the Tal-Virtu Administrative Committee and the Rabat mayor had expressed their support for its cause.
