There is a solution to the high medicine costs in Malta but it would be at an additional cost to the taxpayer.
For a slight rise in the social security charges, Malta could adopt a fixed-price prescription charge system similar to the UK where any prescription item is billed at £7.20. This would alleviate the difficulties faced by low-income families who are faced with crippling charges for medicines.

No doubt, some will see it as just more tax but when one has to fork out €50 for a one-week course of antibiotics, a slight rise in social security seems a small price to pay.
