I am a bit puzzled as to the practicalities of the differentiated bus fares. Will I have to show my ID card each time I board a bus?
Will there be a password in Maltese to memorise and whisper into the driver’s ear upon boarding and if so, what prevents me from revealing the secret code to visiting friends and relatives? Clearly there is a much easier but equally effective way of price differentiating that would be legal under EU law: You make the single or daily ticket expensive but make, on a per journey basis, the yearly ticket cheaper than the monthly ticket which, in turn, is cheaper than the weekly ticket which costs about the same as three one-day passes which cost about the same as one-and-a-half single-journey tickets.
This is how London Underground effectively and quite uncontroversially differentiates between one-off users and regular commuters.
Surely some of the good folks at Arriva have been to London (you would think... given they run quite a few bus routes there...).
