A particular cigarette manufacturer has used the Budget increase on tobacco to skin his customers. While the increase on cigarettes should be about 5c, this manufacturer raised his product by 20c, making a profit of at least 15c and masking it, or so he thinks, by means of the Budget manoeuvre.
