Give a deadline on unfinished buildings

In recent days the Malta Environment and Planning Authority has, for a change, come in for some praise and that is fine. However, when one does travel around the island it is blatantly obvious the rule of the jungle still exists. Maybe I am paranoid but everywhere I look there are new high-rise buildings creeping up, taking over the skyline and in places they are leaving a permanent shade.

The majority of new buildings seem to be left uncompleted, which just creates an eyesore.

The people responsible make no bones about the fact they are more than happy not to completely finish projects and just wait till the value increases, therefore it is just tough. Surely Mepa would be within their remit to enforce a completion date, which should be attached to any permit issued to build in the first place. We just cannot allow our island to keep carrying the banner around Europe of being an unfinished building site. I do not think it would be too difficult to round up the building companies that just do as they wish and give them a fair, set time to either complete or demolish. It is as simple as that.
