FIVB president Jizhong Wei indicated that a new format could be brought in for the 2014 world championships amid allegations of cheating in the edition currently underway in Italy.
There have been accusations that the three group stages before the semi-finals have allowed teams to unfairly plot their route through the competition.
Russia and Brazil are alleged to have deliberately lost games in order to avoid meeting tougher rivals.
“I understand the criticism but there is no perfect formula, nothing but the draw is unfair,” China’s Wei told AFP.
“That being said, the system can be improved and I’m going to work towards a better formula that is the same for everyone,” the head of the sports’ international governing body added.
